Yeah cy=china and the 91 is 1991, the other numbers are the guitars serial number:¬), there is also this Chinese & Taiwanese Squiers YN: Y = Yako (Taiwan), N = Nineties (1990s), the first number following the serial number prefix is the year. For example 'YN5' = made by Yako in 1995. CY: C = China, Y = Yako (Taiwan), the serial number prefix is followed by a 2 number year. For example 'CY97' = made by Yako in 1997.

CY, COS, or COB serials are usually used on Crafted in China Squiers. Some Chinese made Gretsch guitars also have a CY serial number.
Squier Classic Vibe series guitars/basses serial numbers start with CG. C = China, Y = Yako (Taiwan), the serial number prefix is followed by a. (Cort), S = Squier brand, the serial number begins with 2-digits. The Japanese MIJ Squiers were made by FujiGen up to 1997 and the Japanese. My Affinity Strat Crafted in China has a CJ serial number.
Miscellaneous Chinese serials: CD, CT, CJ, NC: C = China, the first number following the serial number prefix is the year. Probably made by Yako (Taiwan). The plant from which the COB serial number prefix models originate remains a mystery. No documentation, or comment from the manufacturer has resolved the question of which plant produced them. Some Squiers that are sold only in the Chinese and Asian markets are made by Axl in China, these guitars usually have the serial number starting with CXS; with the 'X' standing for 'Axl'. Some of the Yako made guitars were not marked Affinity even though they are very similar to the later ones from 1997-1999 that carried the Affinity logo. But with no logo they are still not Affinities. FWIW, I don't believe ANY Chinese Squiers were made in 1991 as far as I've ever seen, in 1991 only Japanese (unusual in the US, slightly more common in the UK and very common in the pacific rim region), Korean (very common) and Mexican (common, but not as common as Korean).
Hey Cy, good to see you back. Chinese CY Squiers. If I have a field of expertise, this is probably it I own 2 (soon to be 3) CY guitars (my Jagmaster and my Telecaster) and I love them to death. The quality seems to me to be very acceptable.
In fact, my Telecaster is also a CY01. The new guitar I am buying is another CY Telecaster (an 08) and when I took it out off the box to look at it, it was already more or less set up. They seem to have a bit of pride in Taiwan.
Watch out for Squiers with a CT serial number. The dude at the music shop made me compare a couple of Bullets (a CY and a CT), and the CY was VASTLY superior.
